dc.description.abstractThis 'Guidebook on Health Impact Assessment of Disasters' aims to contribute to a wel-considered, efficient and timely implementation of Health Impact Assessment(HIA) of Disasters, and to its preparation and conduct. The guidebook elaborates on: - the decision making process for disaster HIA; - the issues crucial to preparedness and actual conduct. The Netherlands experienced a number of large crises and disasters over the past decades, such as the airplane crash Bijlmermeer, the fireworks explosion in Enschede and the avian flu epizootic. After some of these disasters a health impact assessment was made as part of the aftercare activities. These studies provided essential information about the disaster's consequences: to support decisions in the planning of aftercare activities, support advice for individual treatment of victims, to address societal distress and for scientific purposes. The knowledge and experience gained about the (health) consequences and the conduct of such studies have been brought together in this guidebook. The guidebook consists of an operational section and a background document. The operational section consists of: - an operational summary for local government; - a checklist on the conduct of disaster HIA in 5 steps: preparation, decision making, the first acute study, preparing and arrangement of a process organization of the main study, conduct of the main study, and completion. The background document provides beackground to the summary and checklist, structured according to the same 5 steps as the checklist.
dc.description.abstractDeze 'Handreiking Gezondheidsonderzoek na Rampen' is geschreven om een bijdrage te leveren aan een weloverwogen, doelmatige en tijdige inzet van gezondheidsonderzoek na rampen en aan de voorbereiding en de uitvoering ervan. De handreiking geeft inzicht in: - het besluitvormingsproces rond gezondheidsonderzoek na rampen; - de onderwerpen die van belang zijn bij het voorbereiden respectievelijk uitvoeren ervan. Nederland heeft de afgelopen decennia verschillende grote rampen en crises meegemaakt, zoals de vliegramp Bijlmermeer, de vuurwerkramp in Enschede en de vogelpest-epidemie. Bij een aantal van deze rampen is, als onderdeel van de nazorg, onderzoek verricht naar de gevolgen voor de gezondheid van getroffenen. Deze onderzoeken hebben belangrijke informatie verschaft over de gevolgen van de ramp: om keuzes te maken bij de opzet van nazorg of te adviseren over individuele behandeling van getroffenen, om maatschappelijke onrust te adresseren en om wetenschappelijke vragen te beantwoorden. De ervaring en kennis die beschikbaar zijn gekomen over deze gevolgen en de wijze waarop gezondheidsonderzoek kan worden ingevuld is samengebracht in deze handreiking. De handreiking bestaat uit een operationeel deel en een achtergronddocument. Het operationeel deel bestaat uit: - een bestuurlijke samenvatting voor de operationele fase; - een checklist over de uitvoering van gezondheidsonderzoek, geordend in 5 stappen: preparatie, besluitvorming, het eerste acute onderzoek, voorbereiden en inrichten van de procesorganisatie voor een hoofdonderzoek, uitvoering van het hoofdonderzoek en afbouw. Het achtergronddocument beschrijft de achtergronden bij de bestuurlijke samenvatting en de checklist, aan de hand van dezelfde 5 stappen als in de checklist.
