dc.description.abstractThis report presents a framework for decision-making in health and the environment. It was first published in the Action Programme for Health and Environment (2002), a joint publication of the Dutch Ministries of Housing, Spatial Planning and the Environment (VROM) and of Housing, Public Health and Sport (VWS). The report overviews issues that may play a role, separately or in unison, in policy decisions on health-related environmental problems. Issues include severity and extent of health effects, outrage factors, cost effectiveness calculations and legal aspects. The version presented here represents a step forward from the first design. The framework has a sounder basis now that it has been supported by literature reviews, expert consultations and two workshops, one on electric and magnetic fields from power lines, the other on air pollution versus external safety.
dc.description.abstractIn mei 2002 hebben de ministeries van VROM en VWS het Actieprogramma Gezondheid en Milieu aan de Tweede Kamer gepresenteerd. Daarin was onder meer opgenomen een ontwerp van het Beoordelingskader Gezondheid en Milieu. Dit is een instrument waarmee factoren in beeld worden gebracht die een rol spelen bij beleids-beslissingen over milieuproblemen met gezondheidsaspecten. Het gaat dan niet alleen om ernst en omvang van gezondheidseffecten, maar ook om risicoperceptie, kosten-baten analyses en handhavingsaspecten. In dit rapport wordt aan de hand van een deskundigen-consultatie, een literatuur-onderzoek en een tweetal workshops aannemelijk gemaakt dat voor de ontwerpversie de juiste uitgangspunten zijn gekozen. Tevens wordt een vernieuwde versie van het beoordelingskader gepresenteerd, waarin de eerste ervaringen met het gebruik in de praktijk zijn verwerkt.
