    Realisation of EU-NO2 limit value in The Netherlands
    Publiekssamenvatting
    The yearly mean EU-NO2 limit value will, according to the EC scenario of the CPB, still be exceeded in 2010 under average meteorological conditions. Exceedance will mainly take place along motorways in urban areas. To meet the limit values a few bilions of Euros will possibly have to be spent for local measures (tearing down houses, tunnels, plates). Even by executing the National Environmental Action plan 4 en the BOR traffic policy the limit value will still be exceeded in 2010. The number of exceedances at houses does decrease drastically (factor 15). To meet the limit values cost for possible local measures reduce then from a few billions to a few million euros. Just by carrying out European wide maximum emmission reduction and traffic policy, after implementing NMP4 in 2010, the limit values by houses will be met in 2015 for average meteorological conditions.
    De jaargemiddelde EU-NO2-norm zal, volgens het EC scenario van het CPB, nog overschreden worden in 2010 bij gemiddelde meteorologie. Overschrijding vindt voornamelijk plaats bij woningen langs snelwegen in stedelijk gebied. Om te voldoen aan de grenswaarde zal mogelijk lokaal voor miljarden euro aan maatregelen (sloop huizen, tunnels, luifels) genomen moeten worden. Ook bij uitvoering van NMP4 en het BOR (Bereikbaarheids Offensief Randstad) verkeersbeleid wordt de norm nog overschreden in 2010. Wel daalt het aantal overschrijdingen fors (factor 15). Om aan de grenswaarde te voldoen dalen de kosten van mogelijke lokale maatregelen van enkele miljarden euro tot enkele tientallen miljoenen euro. Pas als er na de uitvoering van NMP4 in 2010 in Europees verband maximaal emissiereductie- en verkeersbeleid wordt ingezet dan vindt er in en na 2015 geen overschrijding bij woningen meer plaats onder gemiddelde meteorologische omstandigheden.
