dc.description.abstractBehaviour is the result of a complex process of information exchange in different forms, many kinds of risk assessment (especially personal), social and cultural background and individual characteristics. Behaviour is complex and therefore hard to understand and even harder to predict. Although behaviour of actors in companies involved in environmental problems might be a little less complex, it's still a big challenge to understand the processes. In recent years many case studies have been done, specific information analysed and, more and less important factors distinguished. To be able to make use of these insights a first attempt has been made in the form of a model to develop a structure for analysing these processes. After some experience with simple versions of such a structure the computer model was built. Meant to be an 'expert supporting system', this model supports experts in translating their (mostly qualitative) knowledge on a case into a prognosis of the implementation path of a technology or a package of measures. The model structure is based on the idea that companies find themselves in different situations, mainly at least technically speaking. The environmental pressure (emissions) from a group of companies (sector) is dependent on the distribution over different situations or states, because every state has a characteristic emission factor. This distribution changes yearly under the influence of several driving forces. A function having three parameters is used. The time to prepare for a change of state, the speed and the part of the sector that will never undergo changed state. These parameters represent a function of seven driving forces, which are functions of characteristics of the environmental policy like guidelines, policy goals, subsidies and priorities of the sector. Driving forces include: the sectors, organisations knowledge of new technologies, the age of their installations, their economic situation e.g., costs, efficiency, complexity, technical depreciation time, etc. of the measures, public attention, like signals from research, media (daily papers), actions of environmental groups.
dc.description.abstractDe beschrijving van de versie van het model MEI (Model Effectiviteit Instrumenten versie 2.0) is gericht op de toepassing voor de penetratie van technieken bij groepen van bedrijven (bv. in bedrijfstakken). Dit model is een poging om de opgedane kennis en ervaring op het gebied van milieubeleidsanalyse te operationaliseren. Bewust is de economische afweging van kosten en baten hierin niet uitgewerkt; resultaten van andere modellen daarvoor kunnen wel worden ingebracht. De aandacht is vooral gericht op maatregelen en bijbehorende overwegingen, die gericht zijn op algemene (maatschappelijke) milieubaten. MEI is een 'expert ondersteunend systeem', vooral bedoeld om het inzicht in deze complexe materie te vergroten en de problematiek op een meer gestructureerde, methodische wijze te benaderen. Het spel van drijvende krachten achter het al dan niet toepassen van bepaalde technieken door bedrijven is zo complex, dat elke poging tot een gestructureerde benadering hiervan tevens een inperking inhoudt. Dit geldt in nog sterkere mate voor een kwantitatief werkend model als deze eerste versie van MEI, ook al gebeurt de input vooral in kwalitatieve termen. Het model moet daarom gezien worden als een hulpmiddel, zowel voor de praktijk als bij verder onderzoek. Met enkele cases is een beperkte validatie uitgevoerd. Het model is echter bewust zodanig opgezet, dat het betrekkelijk eenvoudig is om eigen inzichten over de kwantitatieve uitwerking in de rekenstructuur onder te brengen.
