Comparison of air quality measurements and emission data of the Netherlands and neighbouring countriesPubliekssamenvatting
Measured levels of particulate matter concentrations in the Netherlands are not exceptional relative to those of neighbouring countries. The Netherlands is also not unique in terms of the measurement methods and the number of measuring stations used to determine the concentration of particulate matter (PM2.5 and PM10) and volatile organic compounds (VOC). This is the conclusion of a study carried out by RIVM on air quality measurements in the Netherlands, Belgium, Denmark, France and the United Kingdom.
This study also compared the 2000 emission data of PM2.5, VOC and ammonia of these same countries. These data are used as the reference year to determine the new European emission ceilings for 2020. No indications of structural over- or underestimations of the emission data by individual countries were found. The new emission ceilings will be proposed by the European Commission in early 2009.
Within this framework, the Commission has directed the International Institute for Applied Systems Analysis (IIASA) to compute the most cost-effective measures for achieving the European air quality goals on a per-country basis. For the Netherlands, the emission reductions for PM2.5, VOC and nitrogen oxides (NOx) will be slightly smaller than those for neighbouring countries.
