dc.description.abstractBij de winning en productie van aardwarmte, aardolie en aardgas wordt soms aardgas afgebrand ('affakkelen') of afgeblazen. Hierbij kan radon vrijkomen. Blootstelling van werknemers en de bevolking aan radon tijdens de winning blijkt in de praktijk zeer laag te zijn. Vanwege de activiteitsconcentratie van radon in aardgas is het affakkelen en afblazen van aardgas vergunningplichtig, tenzij deze handelingen specifiek worden vrijgesteld. In aardgas zit van nature een kleine hoeveelheid radongas. Radon is licht radioactief, en wanneer dit wordt ingeademd worden mensen blootgesteld aan ioniserende straling. Omdat blootstelling aan ioniserende straling risico's voor de gezondheid met zich meebrengt, zijn hiervoor regels en voorschriften opgesteld. De blootstelling aan straling van natuurlijke oorsprong is echter in veel gevallen moeilijk te beheersen. Daarom is de blootstelling aan straling door het affakkelen of afblazen van aardgas momenteel uitgesloten van deze regels en voorschriften. Affakkelen en afblazen is op grond van milieuwetgeving zonder vergunning verboden, en alleen toegestaan wanneer dit om veiligheidsredenen nodig is. Dit is bijvoorbeeld het geval bij onderhoudswerkzaamheden aan een installatie, of bij een calamiteit. De regelgeving gaat in 2018 veranderen vanwege nieuwe Europese voorschriften om mensen te beschermen tegen ioniserende straling. Deze voorschriften moeten uiterlijk 6 februari 2018 zijn opgenomen in de Nederlandse regelgeving. Hierdoor kan het affakkelen en afblazen van aardgas met ingang van deze datum niet meer worden uitgesloten van regels en voorschriften. Daarnaast moeten de lidstaten besluiten of zij het nodig vinden om deze bedrijven vanaf dat moment hiervoor een vergunning of een registratie aan te laten vragen, of een kennisgeving aan de overheid te laten doen. Het RIVM heeft dit onderzoek uitgevoerd in opdracht van de Autoriteit Nucleaire Veiligheid en Stralingsbescherming (ANVS).
dc.description.abstractDuring the exploration and production of oil, natural gas or geothermal heat, natural gas is sometimes flared or vented. This can result in the release of radon. The level of exposure of workers and the public to radon due to flaring or venting is in practice very low. Due to the radon activity concentration in natural gas, flaring and venting of natural gas is subject to licensing, unless the practices are specifically exempted. Natural gas contains a small amount of naturally-occurring radon gas. Radon is slightly radioactive, and inhalation of radon leads to exposure to ionising radiation. As exposure to radiation results in health risks, such practices are subject to rules and regulations. However, the exposure to naturally-occurring radiation is often difficult to control. Accordingly, the exposure to radiation resulting from venting or flaring natural gas is currently excluded from these rules and regulations. In principle, flaring and venting of natural gas is prohibited by environmental legislation, and it is permitted only when necessary for safety reasons. This applies, for example, to maintenance work on an installation or in case of an emergency. The regulations will be amended in 2018 due to new European regulations aimed at protecting people against ionising radiation. These new regulations must be implemented into the Dutch framework of regulations by 6 February 2018 at the latest. As a result, as of the above date, flaring and venting of natural gas in the oil and gas industry may no longer be excluded from rules and regulations. This means that Member states must decide whether they find it necessary to subject flaring and venting of natural gas to regulatory control (license, registration or reporting) as of that date.
