Technologische ontwikkelingen gaan snel en hebben veel invloed op de samenleving. Zo ook op gezond en veilig werken. Het ministerie van Sociale Zaken en Werkgelegenheid (SZW) wil vroeg in beeld krijgen hoe bestaande en nieuwe technologieën zich in de toekomst ontwikkelen en wat ze voor werkenden betekenen. Het RIVM en TNO hebben dat op een rij gezet in deze technologieradar Gezond en Veilig Werken. Experts verwachten dat technologische ontwikkelingen veel impact gaan hebben op gezond en veilig werken. Ze verwachten positieve en negatieve effecten. Hoe dat uitpakt, is nog onzeker. De grootste voordelen van nieuwe technologieën zijn dat ze werk gezonder en veiliger kunnen maken. Bijvoorbeeld door zwaar of gevaarlijk werk door robots te laten doen. Ook kunnen ze helpen om ongelukken te voorkomen door bijvoorbeeld veiligheid in te bouwen in machines. Verder kan technologie ervoor zorgen dat de werknemers zelfstandiger kunnen werken. Maar er zijn ook zorgen. Die zijn er met name op gericht dat nieuwe technologieën werknemers mentaal meer belasten en voor stress zorgen. Stress kan ontstaan doordat de ontwikkelingen heel snel gaan en veel taken erdoor veranderen. Sommige werkenden zullen moeite hebben om deze snelle veranderingen bij te houden. Daarnaast kan er meer controle van technologie uitgaan, waardoor werkenden zich minder vrij kunnen voelen. Wat precies de gevolgen zijn, hangt voor een groot deel af van de manier waarop technologieën worden ingezet. Voor de radar zijn eerst de belangrijkste technologische ontwikkelingen in vijf clusters samengebracht: Digitalisering, Artificiële Intelligentie (AI), Robotica, Nieuwe Materialen, en Extended Reality en de Metaverse (technieken om situaties en objecten na te bootsten in de virtuele wereld). Daarna is beschreven welke impact de technologieën hebben op de mentale belasting (denk aan stress), fysieke belasting (denk aan zwaar werk), veiligheid en blootstelling aan stoffen. De technologieradar is onderdeel van de Toekomstverkenning Gezond & Veilig Werken, en is betaald door SZW. TNO en het RIVM stellen voor dit overzicht regelmatig aan te vullen met nieuwe inzichten om grip te houden op de snelle ontwikkelingen. Dan zijn kansen en bedreigingen goed in te schatten.
Technological developments are following one another in rapid succession and are having a big impact on society, including on occupational health and safety. The Ministry of Social Affairs and Employment would like to get an early picture of how existing and new technologies will develop in the future and what this means for employees. With this Occupational Safety and Health (OSH) Technology Radar, the National Institute for Public Health and the Environment (RIVM) and the Netherlands Organisation for Applied Scientific Research (TNO) have created an overview of the developments. Experts predict that technological developments will have a considerable impact on occupational safety and health, with both positive and negative consequences. It is still unclear how this will turn out. The greatest advantages of new technologies are that they can make work both safer and healthier, for example by having robots take care of heavy or dangerous work. They can also help prevent accidents, for example by incorporating safety into machines. Moreover, technology can enable employees to work more autonomously. On the other hand, there are concerns as well, mainly with regard to new technologies resulting in an increased mental workload and stress for employees. Stress can result from developments following each other very rapidly, causing many changes in work. Some employees will have difficulty keeping up with these rapid changes. Additionally, technology can lead to increased monitoring and control, leaving employees potentially feeling less free. The impact will to a large extent depend on the way technologies are deployed. The creators of the Technology Radar first classified the most important technological developments into five clusters: Digitalisation, Artificial Intelligence (AI), Robotics, New Materials, and Extended Reality and the Metaverse (technologies to recreate situations and objects in the virtual world). They then described the impact of the technologies on employees' mental workload (e.g. stress), physical workload (e.g. physically demanding work), safety and exposure to substances. The Technology Radar is part of the Occupational Health & Safety Foresight Study and is financed by the Ministry of Social Affairs and Employment. TNO and RIVM recommend that this overview be updated regularly with new insights to keep a grip on the rapid developments. This will allow threats and opportunities to be estimated more accurately.
