Abstract
De eerste duizend dagen van een kind zijn heel belangrijk voor de rest van het leven. We bedoelen daarmee de periode van vlak voor de bevruchting, de zwangerschap en het kind tot en met de leeftijd van twee jaar. (Ongeboren) kinderen die in deze periode bijvoorbeeld blootstaan aan stress, slechte voeding, rook of mishandeling, beginnen hun leven met een achterstand. Hierdoor kunnen zij zich op fysiek, mentaal en sociaal gebied minder goed ontwikkelen.? Het ministerie van VWS wil daarom meer inzicht krijgen in de gezondheid van en zorg voor (aanstaande) zwangeren, kinderen en het gezin in de eerste duizend dagen. VWS heeft het RIVM gevraagd om beschikbare en nieuwe gegevens hierover bij elkaar te brengen, overzichtelijk aan te bieden en er samen met experts betekenis aan te geven. Hiermee kan het RIVM ontwikkelingen in de eerste duizend dagen monitoren. Om te kunnen monitoren heeft het RIVM in 2024 samen met vertegenwoordigers van zorgverleners, zwangeren en onderzoekers afspraken gemaakt wie welke taken heeft en waarvoor verantwoordelijk is (werkwijze). Dit is belangrijk omdat er veel verschillende partijen bij betrokken zijn. Ook is afgesproken waaraan gaat worden gewerkt in 2025 en 2026 (werkagenda). Zo is het de bedoeling om in 2025 de eerste resultaten te presenteren. Deze resultaten gaan over (aanstaande) zwangeren, kinderen en het gezin in heel Nederland en per regio. Ze maken het bijvoorbeeld mogelijk om nieuwe ontwikkelingen over gezondheid en welzijn van kinderen en hun ouders sneller te signaleren. Ook kunnen beleidsmakers van de overheid en betrokken partijen sneller maatregelen nemen om ongunstige ontwikkelingen te verbeteren. Daarnaast kunnen zorgverleners van elkaar leren en waar nodig de kwaliteit van de zorg voor deze groepen verbeteren. De taak van het RIVM om de eerste duizend dagen te monitoren zal de komende jaren worden doorontwikkeld. De werkwijze en de resultaten zullen regelmatig met alle betrokken partijen worden geëvalueerd.
The first thousand days of children's lives are essential to their further development. This period starts just before conception and lasts throughout pregnancy and beyond, ending when the child turns two. Unborn children and infants who are exposed to factors such as stress, malnutrition, smoking or abuse during this period start their lives with a disadvantage, leading to physical, mental and social underdevelopment. For this reason, the Dutch Ministry of Health, Welfare and Sport would like to gain insight into the health of and care for pregnant women (or those about to become pregnant), children and their family in these first thousand days. The Ministry has asked the National Institute for Public Health and the Environment (RIVM) to gather and analyse available and new data on the topic, present it clearly, and interpret it together with experts. This will allow the RIVM to monitor developments in the first thousand days. For the purpose of this monitoring task, RIVM drew up working agreements with representatives of care providers, pregnant women and researchers in 2024 on the division of duties and responsibilities (working method). This was a key step because of the large number of parties involved. Agreements were also made on the activities to be carried out in 2025 and 2026 (working agenda), with the initial results to be published in 2025. These results will be based on data concerning (future) pregnant women, children and their families throughout the Netherlands, and will also be stratified by region. Among other things, the results will enable the earlier identification of new developments regarding the health and well-being of children and their parents. Additionally, policymakers in service of the government and other stakeholders will be able to take measures earlier to modify unfavourable developments. Moreover, the results will allow care providers to learn from each other and improve the quality of care for the groups mentioned above where necessary. RIVM's monitoring task with regard to the first thousand days will be further developed in the years to come. The working method and the results will be evaluated with all stakeholders on a regular basis.
